The Senate on Thursday narrowly blocked a sweeping $1.4 trillion spending package after a coalition of conservative senators withheld cloture votes, demanding line-item reductions and additional border security funding.
The 49-51 vote sets up a tense weekend of negotiations as the federal funding deadline approaches. Leadership had hoped to clear the package before recess.
"We are not going to rubber-stamp business as usual," one senator told reporters in the Capitol hallway. "Taxpayers deserve a real accounting."

What happens next
Floor leaders will reconvene Friday morning to renegotiate top-line numbers. A continuing resolution remains on the table to prevent a shutdown.
